WEEKLY REVIEW. Kazakhstan expanding program of employment and state support for entrepreneurship
ASTANA. March 30. KAZINFORM The Government is implementing the instructions of the Head of State to ensure employment, increase support for entrepreneurship, improve the socio-economic status of single-industry towns. The World Health Organization commended the work of the Kazakh medicine in the prevention of malaria. Kazakhstan completes negotiations on its accession to the World Trade Organization.
On Monday, March 26, Kazakh Prime Minister Karim Massimov met with President of Ukraine Viktor Yanukovych to discuss the issues of bilateral relations. Special attention was given to th development of trade and economic cooperation.
On Tuesday, the Government of Kazakhstan held a sitting, where the draft resolution on allocation of additional funds for Employment-2020 Program was considered. Minister of Labor and Social Protection Gulshara Abdykalikova reported that additional KZT 12 billion would be allocated for the program. The total expenses for the program now make up KZT 62.3 billion. Under the program, about 15 thousand graduates of higher and secondary education institutions will be able to have youth practice. On the whole, Employment-2020 will cover about 200 thousand Kazakhstanis.
Besides, the Government discussed the changes introduced to the program Business Road Map-2020. Minister of Economic Development and Trade Bakytzhan Sagintayev reported of two packages of amendments. The first one includes the issues of exclusion of the Economic Development and Trade Ministry from the process of project coordination, inclusion into the Program the subsidizing of leasing deals, improvement of mechanisms for the provision of services and the organization of training programs. The second package offers a new credit guarantee system, designed to improve entrepreneurs' access to credit resources, and other instruments of business support. After the discussion the Government adopted both resolutions.
Preparation to the accession of Kazakhstan to the World Trade Organization (WTO) was discussed at the Government's sitting as well.
According to Kazakh Minister of Economic Integration Zhanar Aitzhanova, all bilateral negotiations on access to the Kazakh market of goods and services with members of the Working Group on Kazakhstan's accession to the WTO have been finished. Signing of the last protocol on the completion of bilateral negotiations with the Kingdom of Saudi Arabia is scheduled for early April in Riyadh.
In addition, Aitzhanova noted that the Kazakh side continues multilateral talks with members of the Working Group on bringing Kazakhstan's legislation in the field of regulation of trade and economic relations in line with WTO standards.
Summarizing the discussion, Massimov noted that for Kazakhstan it is now necessary to prepare the business community, the internal regulatory framework to work within the WTO.
On Wednesday, World Health Organization Director-General Margaret Chan sent an official letter to Kazakh Health Minister Salidat Kairbekova declaring Kazakhstan a malaria free country.
Margaret Chan highlights Kazakhstan's progress in supporting the malaria-free national territory and highly appreciates Kazakh Government adherence the prevention of re-introduction of malaria to the country and the regional initiative on liquidation of malaria in the European region of the WHO until 2015.
"Inclusion of Kazakhstan into the list of countries officially granted malaria free status will be published in the World Malaria Report in 2012," M. Chen said.
As part of his working trip to East Kazakhstan region First Vice Prime Minister of Kazakhstan Serik Akhmetov visited Ridder town on Wednesday.
Akim of the region Berdybek Saparbayev reported on the state of the housing stock of the town, which is represented by 525 multifamily and 1689 individual houses. In 2013, Ridder is scheduled to begin construction of a metallurgical plant, which will create 1,000 new jobs. This requires the introduction of the new housing to ensure the flow of labor resources in the region.
On Thursday, at its board meeting the Ministry of Defence discussed the results of 2011 activity of domestic enterprises producing goods for military purposes and objectives for the next period. Minister Adilbek Dzhaksybekov said that it was necessary to increase the local content. Plants need to upgrade their facilities, expand product range, improve quality. These measures are aimed to modernize the fleet of military equipment and weapons, which must be updated annually.
Minister of Economic Development and Trade Bakytzhan Sagintayev introduced the concept of monotowns development program at the meeting at the central office of Nur Otan Party on Thursday. According to him, the main threat to the stability of many monotowns are unemployment and unproductive self-employment,
"27 single-industry towns with a population of 1.5 million or 16 percent of the country's urban population were selected for consideration. The biggest number is in the Karaganda region - eight monotowns, East Kazakhstan region - four, Kostanai region - four, Zhambyl region - two, Pavlodar region - two. In all other regions there is one monotown, except Kyzylorda and North Kazakhstan oblasts, where there are no single-industry towns," said Sagintayev.
On Friday, Deputy Prime Minister Yerbol Orynbayev familiarized with the process of implementation of the Business Road Map - 2020 Program in Kostanay region. Orynbayev also visited "Kostanay MBI" enterprise producing small piece concrete products and LLP "Steklocentre - 2008", which is the biggest regional enterprise processing glass and producing glass products. These enterprises received subsidies for the interest rates for their loans within the Business Road Map - 2020.
The Deputy Premier completed his working visit to Kostanay region by holding a session in the regional akimat with the participation of representatives of the local executive bodies. The issues regarding fulfillment of the instructions of the President regarding implementation of the Employment - 2020 and Business Road Map - 2020 Programs were discussed at the session.
